Executive Summary
The 1980 Refugee Act made the United States a leader in refugee resettlement. It was passed with the bipartisan support of Congress and President Jimmy Carter. It brought US refugee law in line with the 1951 UN Refugee Convention and created the US Refugee Admission Program (USRAP), with annual refugee quotas. Since its passage, the US has resettled more than three million refugees, leading all other resettlement countries. The USRAP has expanded refugees’ economic and educational opportunities, and helped them integrate into the United States.
